FAQ: Can torture perpetrators get impunity?


In Articles 5 and 7 of the UN Convention, it is stipulated that any country that has ratified the Convention is obliged to prosecute torture perpetrators. This also applies to torture perpetrators who have committed crimes in other countries or have moved from their country of origin and are resident of another country. Furthermore, any country that has ratified the UN Convention against torture is obliged to punish foreign citizens who have committed torture if they are in the country or to extradite them for prosecution in another country.
